Well yeah, I could use SharpDX Toolkit, which is pretty much what MonoGame does, but Toolkit was not updated for like year (and not updated for current SharpDX version) and Xoofx is working on Paradox3d engine. So I think Toolkit is dead project.
That said I'm considering to open source engine specific libraries on GitHub. It's not hard to implement new one. UI is using sprite batch, scissor rect, vertex buffers, fonts, sounds, textures, asset management and input. Ofc you need some Game loop and Window. If you think that SharpDX Toolkit is worth it, you can start by updating it.
